Is it only offensive when someone takes offense to it?

just curious. like political correctness...you call some people black and they get offensive...while others could care less about the proper term. so is something only offensive based on how someone takes it? or even if someone is insulted, is still not offensive cause it was never meant to be taken that way to begin with?Is it only offensive when someone takes offense to it?
I don't think it's just based on personal tolerance or intolerance for particular terms. There are some words that society has deemed offensive, like more derogatory words for African-Americans than ';black.'; Just because one person does not take offense at one of those more derogatory words, doesn't mean the word isn't offensive. So, in other words, offense is personal and social. Is it only offensive when someone takes offense to it?
Yeah, otherwise what would make it offensive? Offensive would mean somebody takes offense to it, crack a dictionary.
No. It is also offensive if you meant it to be offensive.
